On the eve of the New Year, Lukashenko made a gift to the Belarusian IT specialists – he signed Decree No. 8, which had already been named as a decree on “crypto-offshore”. Indeed, a lot of place in the document is devoted to mining, cryptocurrency, and blockchain. But, as often happens, observers, being interested in one theme, which is like a “wrapper”, miss the main thing. I will try to explain what is the essence of the document and why can it affect neighboring countries (including Ukraine).
