Мykola Skyba, the expert of the programme “Education” of the UIF believes that some changes in education can be made before the end of this year, for example:
- Creating a clear and detailed technical request for data from other government agencies and authorities, taking into account the fact that the prime minister of Ukraine announced a total inventory, digitalization and conversion of documents into electronic format in 2020.
- Establishing protocols for data exchange between all entities that are under the control of the Ministry of Education and Science (MES), in particular: Ukrainian Center for Education Quality Assessment, the Unified State Electronic Database on Education, Institute of Educational Analytics (State Education Management Information System), which are subdivisions of the Ministry.
- Developing a user-friendly interface and thus adding a corresponding position concerning the design and testing of the interface to the budget request of the MES for 2019.
- Amending the MES order “On data collection”. Namely: a) expand the list of persons who can enter the data, in particular – the heads of educational institutions, teaching staff, parents and public organizations must be able to enter and/or check the data; b) completely discontinue report-writing on paper.
