Bill 9103 was rejected by the Committee of Verkhovna Rada!
Ukrainian Institute for the Future held two expert discussions to forecast the consequences of the bill 9103, which proposed to increase the requirements for applicants for the position of Head of a higher education institution (HEI) and to make changes in the method of their election. This meant the introduction of the requirement of having a Doctor of Science degree and having the title of professor with 10 years of experience.
This combination deprives young scientists of the opportunity and creates conditions for an indeterminate period of holding the post of rector. It means leaning toward the academic experience gained in the Ukrainian HEI instead of preferring the managerial experience.
The draft law has been rejected, but there is a risk that the rectors and drafters of the bill will try to push the mentioned regulations to one of the “progressive” bills. For example, to the bill 8385 on changing the management system of the HEI. In doing so they will be almost discreet there, or they will be presented as amendments.
