Active battles around the tax on the withdrawn capital are continuing for more than a year. However, no new “pros and cons” appeared.
The dilemma is whether the budget will actually suffer serious losses during the first and second years. No one wants to take such responsibility, even people who understand the positive effect of this decision on the economy. On the other hand, this position – “at least to meet the budget” – is the key problem of the lack of reforms.
It is necessary to understand that “meeting the budget” and ensuring “economic growth” – are two different things.
