HELTER-SKELTER IN ENERGY POLICY OR WHY DO WE NEED A LEGISLATIVE MACHINE TO ENSURE ENERGY SECURITY

At the end of February, the special-purpose committee of the Verkhovna Rada of Ukraine promoted the bill “On the basics of state policy in the field of energy security of Ukraine”. It is clear that the contents may still change before the adoption of the document and its entry into force. But in any case, we can only welcome such legislative initiative, which was needed for a long time.

Similar legislation exists in other developed countries. For example, in Japan – the Basic Act on Energy Policy was enacted in 2002. In some countries there is a post of commissioner for energy security issues.

The proposed law actually determines the formation of a unified and coordinated policy in the area of energy security. And as threats to Ukraine’s energy security are escalating, it is more than relevant and needed.
