Ukrzaliznytsia presented its Strategy for development until 2023. Vladislav Talakh, the expert on economic analysis and transport infrastructure of UIF, has analyzed the prospects of this document.
A positive aspect of the Strategy is the reorganization of the regional management system into business segments. That is, business representatives will take control of the corporate centres, freight and passenger transportation, production and services, infrastructure and non-core assets.
But the negative aspect is that the Strategy is shaped from the point of view of the state monopoly (commercial enterprise), which sees risks in demonopolization, that is the arrival of new operators on the gauge tracks of Ukrzaliznytsia.
The document does not consider the effect of the possible start of the “New Silk Road”, which can be a serious impetus to the development of the transit potential of Ukrzaliznytsia. The possibility of financing passenger transportation from the state budget is considered. This creates the impression that there is a plan that this business segment will remain subsidized.
