How can Ukrainian scientists integrate in world community?

What steps should the Ukrainian government take to help domestic scientists to better integrate into the global scientific community?

Speaking about scientists, who carry out topical researches, I want to note that they have already been integrated into the world space. Most of them participate in short-term projects and fully use Polish or German laboratories, where there are present modern equipment and reagents.
